It does neither look like the original "Buzz Aldrin's Space Race" (DOS) or "Murders in Space" (DOS), which are both to old and only (s)vga graphics.
Nor does it have the same style as the modern more cartoony space program managing games (besides Kerbal Sace Program of course) as
"Buzz Aldrins Space Program Manager" or
"Mars Horizon"

Maybe it is an event screen from
"Terraformers" and its expansions (DLCs)
("Collection")

But most likely, it is an event picture from "Terra Invicta".
Those seem to match more the appearance of your screenshot.
